Taxable wages are then calculated according to the deduction rules coded into the tool. Traditional 401(k)/403(b), health insurance, HSA/FSA, and other pre-tax deductions reduce regular federal taxable wages. Only health insurance and HSA/FSA reduce Social Security and Medicare wages. For Pennsylvania taxable wages, only the Section 125 health insurance amount is excluded by this calculator.

Regular federal withholding is estimated by annualizing the period’s federal taxable wages, subtracting the coded standard deduction, applying W-4 adjustments, and then using the 2025 progressive federal brackets. Worked Example

Suppose an employee earns $78,000 per year, is paid biweekly, selects Married filing jointly, enters no W-4 adjustments, has no deductions or supplemental wages, and uses a 0% local tax rate.

  1. Regular gross pay is $78,000 ÷ 26 = $3,000.
  2. Federal annualized taxable income is $78,000 minus the coded $30,000 married standard deduction, or $48,000.

Social Security withholding is calculated at 6.2% but only on wages remaining below the calculator’s $176,100 wage base. Prior year-to-date Social Security wages are used to determine how much of the current paycheck remains subject to that tax.

Medicare withholding is calculated at 1.45% on Medicare taxable wages. The calculator also applies an additional 0.9% withholding to the portion of current Medicare wages that causes combined prior and current Medicare wages to exceed $200,000.
